Additionally. the Secretary of State is directed to ensure appropriate burden sharing among OAS member governments and is authorized to make the following contributions to the OSDEMOC program: $3 million for fiscal year 1992. $5 million for fiscal years 1993 and 1994. and $6 million for fiscal years 1995 and 1996. Finally. Haitian nationals involved in the coup are excluded from entering the United States and their United States assets can be seized. The Haitian Refugee Protection Act of 1992 will ensure against the forced return of asylum seekers to countries where they would have a wellfounded fear of persecution. In the case of Haitians. the Coast Guard which encounters Haitians at sea would pick them up and provide them with some kind of screening process for refugee status. Mr. President. we have a moral responsibility to protect those who seek refuge from persecution in their country.
