This legislation will reauthorize and further strengthen section 203 of the Voting Rights Act. to ensure that languageminority voters can effectively exercise their right to vote. At the outset. I would like to commend the chairman of the Subcommittee on the Constitution. Senator SIMON. and the distinguished Senator from Utah [Senator HATCH] on their bipartisan effort to bring this legislation to the floor. This measure reauthorizes provisions that were first enacted in response to widespread discrimination against languageminority citizens. That discrimination took the form of unequal educational opportunities and exclusionary voting procedures such as literacy tests. Recognizing those problems. Congress enacted measures to ensure that voters needing language assistance would not be denied their right to vote.
