Whether or not bilingual ballots have had any positive effect on minority participation in elections. o.:. thing is clear: They encourage nt..v citizens in this country to stay on the outskirts of the mainstream. I am amazed when I listen to my colleagues praise this legislation. I am even more shocked to find out that the administration has signed off on this legislationto extent this for 15 years. The bill is based on a faulty premise. Instead of being a melting pot. we are encouraging people to stay on the outside of the culture. The melting pot has been a great benefit to Immigrants who have come here. Mr. President.
