Try that one on. GAO reports 77 percent of the users of Spanish language ballots are nativeborn Americans. not the people we are trying to bring in to help over the hump. to give that little boost. indeed not. What about our naturalization laws that require a knowledge of English in order to become citizens? I do not think bilingual ballots should be used to fill the holes of a faulty naturalization process or a faulty educational process whore people are not learning English who were born in the United States of America. That is not the purpose of the bilingual ballot. That is the purpose of an educational system that apparently is not working.
