Mr. Speaker. I regret that I do not have the time to respond to the previous speaker and the animus that his statement reflects. Mr. Speaker. there is an even bigger problem in America. in Europe. and in the world: 2.5 million refugees have been created in the last year by war criminals. That is a tragedy. a tragedy whose name is Yugoslavia. a tragedy where innocent men. women. and children are being slaughtered and displaced by war criminals. As chairman of the Helsinki Commission. I strongly believe that an international effort should be taken immediately to investigate violations of international legal standards In the former Yugoslav Republics. to seek to take into custody those responsible and to try them. and If found guilty to punish them.
