Mr. Speaker. I rise here today to express my strong support for H.R. 4399. This measure prohibits all United States military and economic assistance to Turkey until the Turkish Government takes certain actions to resolve the Cyprus problem and complies with its obligation under international law. For the last 18 years. Cyprus has been an island divided. As we enter a new era of democracy. I believe it is time to end the pain and suffering of Greek Cypriots who remain refugees in their own land. In 1960. Cyprus achieved independence from Great Britain. Then in 1964. the unrecognized Turkish Cypriots withdrew from most national institutions. and began to administer their own affairs.
