I commend the U.N. Secretary General for his good faith efforts and his commitment to achieving progress on the Cyprus problem. and I urge the United States to continue its strong support of the U.N. effort. Unfortunately. Turkey has consistently refused to say whether it is willing to withdraw from territories it has occupied since its 1974 military invasion and to allow the Greek Cypriot refugees to return to their homes. Turkey is a major beneficiary of United States aid. receiving over $800 million in fiscal year 1991 alone. We must use that aid as leverage to achieve a Turkish withdrawal from Cyprus.
