Health and Human Services. and Education Appropriations Subcommittee and I wish them success in their future endeavors. Mr. Chairman. the Labor. Health and Human Services. Education. and related agencies appropriations bill on the floor today contains programs which serve the most disadvantaged citizens in the United States. Migrant and dislocated farmworkers. individuals with AIDS. disadvantaged youth. immigrants. and victims of Alzheimers disease and other chronic illnesses. are all recipients of the funds made available in this appropriations bill. It is highly unfortunate that these programs cannot be fully funded because of tight fiscal constraints and skewed budget priorities. I want to point out that this bill was marked up without delayed obligations.
