Madam Chairman. we come today to a moment where some of us from other cultural backgrounds. coming out of the era of poll taxes. realize that historically there have been various means that have been used to deny people the right to vote. This morning we are not talking about refugees. We are talking about people who pay income taxes. people who pay property taxes. and we realize that this might be a burden on certain municipalities. But who makes up the municipality? It is made up by a group of multiethnic. multicultural people. those people who do not speak the language. who still pay taxes. who still pay taxes for schools. residential taxes. they pay income taxes. and therefore they should have the right to vote.
