I commend my distinguished colleague. Representative Jost SERRANO. for his introduction of this bill. and the House leadership. and the Judiciary Committee. for bringing this legislation to the floor for consideration. It wasnt very long ago that potential minority voters were excluded from participation in the electoral process through the use of literacy tests. poll taxes. and "English only" elections. Congress took strong legislative action to correct this problem by passing the Voting Rights Act of 1965. assuring equal access for all members of our society to the electoral process. In 1975. section 203 together with two other language assistance provisions. were added to the Voting Rights Act.
