If they do. members of the family may have difficulty completing the legalization process for U.S. residency or citizenship later on. if they become eligible. However. in some states. such as New York. undocumented persons may be eligible for Medicaid benefits. Medicaid has not been a solution to the lack of insurance for all poor people. particularly Latinos and African Americans below the poverty level (U.S. DHHS. 1985).
