Mr. President. I had intended to offer an amendment to section 20 which extends the socalled Lautenberg amendment for 2 years. The Lautenberg amendment gives a special presumption of refugee status to Soviet Jews. Soviet Pentecostals. and certain other groups in the former Soviet Union and in Southwest Asia. We passed the Lautenberg amendment in 1989. when conditions were very different in the Soviet Union. It seemed like the right thing to do to help people leave a repressive. totalitarian country. It was supposed to be temporary. for 1 year. But we extended it for 2 more years. and now we have this provision to extend it for 2 more years.
