Mr. President. for decades. freedom of emigration for the Jews of the Soviet Union was a centerpiece of United States foreign policy. Today. thanks in part to the commitment of several administrations and successive Congresses. those Jews are no longer prisoners. But our mission on behalf of Soviet Jews is far from complete. A policy supporting free emigration to the Jewish State is meaningless if Israel does not have the means to provide for their resettlement. The amendment I am offering today creates an enterprise fund for Israel. It is virtually identical to the amendment that Senator HELMS considered offering during markup of this bill in the Foreign Relations Committee.
