Mr. Speaker. I thank the gentleman for yielding time to me. I rise in opposition to this conference report. My opposition comes from the failure of the committee to recoinize the funding needs of those States with the greatest burden. Florida. my State. is the fourth largest State in the Union. a fastgrowing State undergoing massive change. Ineluding the great influx of immigration. From personal experience. I have seen the increased need for programming for individuals suffering from mental health and drug abuse problems. Florida has already used In rehab programs for these people $16.5 million that this bill forces my State to return to the Federal Government.
