I understand that the Foreign Relations Committee intends to offer an amendment to replace this language with specific dollar amounts. and this would be an improvement. But when we are about to begin debate on a major piece of legislation and we have no idea what the costs are. it points out the fact that there is an awful lot of work left to be done on the bill. A second major problem with the current version is that it contains two provisions that authorize direct spending. One of these is the extension of special immigration status to people of the former Soviet Union. Vietnam. Cambodia. and Laos.
