I rise to express my strong support for the $330 million provided in H.R. 5368 for international family planning programs. including the $20 million provided for the U.N. Population Fund [UNFPAJ. The most urgent crisis facing mankind Is the rapid rate of growth of the human population and its dire consequences for the environment. for food supplies. for overcrowding. for immigration pressures. and for political stability. The gentleman from Wisconsin and the members of the Foreign Operations Subcommittee should be commended for providing $20 million for UNFPAa restoration of funding for that important programand for providing a total of $330 million for population programs. which represents a 25percent Increase over the amount appropriated for fiscal year 1992. Even so. the $330 million for population assistance programs contained in this bill is actually a very modest amount in light of the enormous need for voluntary family planning services in developing countries.
