Session #102 · 1991–93

Speech #1020176851

Some have called for moving election day to a Saturday in an effort to increase voter participation and others have called for an abolishment of the current electoral college system and replacing it with a modified version of the electoral college or a direct popular vote. My resolution does not address these issues which are complex and steeped in politics. Rather. it would make a simple. straightforward. commonsense change in the Presidential transition process. one that would improve the system with few or no drawbacks. I sincerely hope that the Senate will give its full consideration to this joint resolution. By Mr. SIMON: S.J. Res. 323. Joint resolution designating October 30. 1992. as "Refugee Day". to the Committee on the Judiciary.
