As a champion of the democratic system. our country must dismantle the obstacles to voter registration. just as we removed barriers to voting itself. such as poll taxes and literacy tests. If we are to call ourselves a democracy. we must affirm the fundamental right to vote. The National Voter Registration Act is a strong symbol of Congress commitment to the American people.
