Mr. Speaker. once again I rise to address the adversities that have plagued the people of Haiti. In the months since the fall of the democratic regime. these individuals have braved turmoil. economic devastation. and extreme brutality. I was greatly shocked and saddened when I learned that as a result of the Bush administrations decision to accept no more refugees in Guantanamo Bay. the Coast Guard returned the first boatload of Haitians. Mr. Speaker. this is absolutely unacceptable. During this perilous period in Haitis history. America cannot continue to disregard its citizenry as they remain dangerously unsafe. As we are all aware. many of these individuals have risked life and limb to escape the chaos that has erupted.
