Madam Speaker. President Bush has again demonstrated his insensitivity to people of color by his latest action to send back Haitian refugees without proper screening procedures to determine their rights of asylum. By forcing refugees to return to Haiti where their lives or freedom would be threatened. President Bush has topped his lack of leadership following the Rodney King decision and the ensuing reaction in Los Angeles. And of all the times for President Bush to implement this new policy. he selected the Memorial Day weekend. a time when we remember the many black and other minorities who served so gallantly along with their white brothers and sisters in our Armed Forces.
