We have an interest in seeing that Haiti is stable. prosperous. and democratic. Our policy must reflect this interest. We talk a lot about democracy and fundamental human rights. Sadly. however. too often our action is less than our words. Well. Madam Speaker. it is time to change our policy towards Haiti. It is time to show what we will do when we are faced with a true and immediate threat to democracy on our doorstep. The best way to stop the flow of refugees is to stop its cause. We should move immediately to restore democracy to that nation. Again.
