Mr. Speaker. I just sat here and listened to two gentlemen in the well. both of whom wanted to send a helping hand. but neither of whom have touched on the real issue. The real issue is not addressing the problem of the refugees. but addressing the problem of the Government of Haiti. The Government of Haiti is now a military dictatorship. We ought to be doing whatever it takes to get them out and to reinstall Mr. Arlstide. That is how you stop the Haitians from coming to the United States. During the period when he was President for that 8 months out of 200 years that the Haitians had a properly elected democratic government that they wanted. no Haitians came here.
