Mr. President. I rise to introduce the Freedom E..ahange Act. Joining me to sponsor this legislation is my colleague. Mr. KERREY. from Nebraska. The bill is also being introduced in the other body by Congressman LEAClH of Iowa. Mr. President. this legislation will provide for the creation of massive exchange programs with the former Soviet Union and the Baltics. The legislation will also provide for an Increase in immigrant visas available to scientists and others involved in the production of nuclear weapons. We hope these programs will become components of any assistance package the U.S. Government provides to the region.
