Mr. Speaker. a great majority of Americans watched in horror as Los Angeles recently exploded into a firestorm of anarchy. Those same Americans also saw that one group of industrious immigrants. KoreanAmerican shopowners. were especially hard hit by the forces of lawlessness and criminal opportunism. Now. the cameras are turned off and the public is turning their focus elsewhere. But if our national consciousness would linger for a few more moments on the victims of Koreatown. what would we see? We would see. the second looting of Koreatown. The city council of Los Angeles has recently passed emergency recovery ordinances.
