Now the Bank. and other donors. have upped the ante and sent the clear signal to Malawi and fellow aid recipients that autocratic. nonparticipatory systems of government will come under closer scrutiny. and that gross. systematic human rights violations will no longer be tolerated. What is unfortunate about the situation in Malawi is that the country has been a model of political stability and relative economic prosperity in an unstable part of Africa for decades. The Malawian economy is stronger than many of its neighbors in southern Africa. This is especially impressive in that it has undertakenat a great political and ecological costthe tremendous additional burden of sheltering and feeding tens of thousands of refugees fleeing Mozambiques civil war. With all of its internal problems. Malawi deserves credit for taking on this major humanitarian responsibility.
