His dedication to helping others facing the same fate is commendable. This Congress is currently considering legislation to provide substantial assistance to the Soviet Union. I have several concerns about this proposal. the most critical of which is the cost to the American taxpayerbut I am also concerned about providing this kind of aid to the newly independent states when restrictions on immigration are still occurring. A goodfaith effort needs to be made by the new leadership in the former Soviet Republics. I would like to take this moment to urge the Republic governments to demonstrate that glasnost is for everyone.
