Mr. Speaker. today I will be Introducing a bipartisan bill to prohibit United States foreign assistance for Serbia and Montenegro and to freeze the assets of the former Yugoslavia. My bill also calls upon the President to Immediately derecognize Yugoslavia and provide humanitarian and refugee assistance for the victims of the war in Croatia and Bosnia. In addition. the legislation urges the administration to withhold recognition of Serbia and Montenegro until they hold democratic elections and adcpt political and constitutional reforms that recognize the territorial integrity of newly independent former Yugoslav republics. Including Croatia and BosniaHercegovina Mr. Speaker. the United States is beginning to move against Serbian aggression.
