I am glad the gentleman from Texas is also listening. There are people out there that we have already prohibited from having the services that are available. Let us say some refugees that are taken in by a church and the church wants to support them. What this amendment does is require duplicity of effort rather than. say. that the Legal Services attorneys representing these people on a matter that is identical to the matter the church wants to represent them. The gentleman requires them to go get another lawyer to duplicate the effort. when it is cheaper to take the scarce resources that are available.
