It is not a question simply of minorities. people of color. It is a question that affects us all. If you look at the projected American work force in the year 2000. it is very clear that the future of our productivity and competitiveness will depend on women. on immigrants. and on minorities far more than in the past. And unless we recognize the need to bring those people into the mainstream of America. we will be diminishing the opportunity to upgrade the wellbeing of the rest of the people of this country. Now. from comments made yesterday. it appears that President Bush has decided that the blame for Americas urban problems today rests primarily with Lyndon Johnson.
