We must make certain that the Azeri Government understands that there will be a consequence to further support of bloodshed in the region. We should also look to the CSCE as a possible mediator in . NagornoKarabagh. At a recent CSCE meeting. the Dutch suggested that we crate a high commissioner on minorities. similar to the High Commissioner on Refugees. Another possibility might be to establish CSCE human rights offices in NagornoKarabagh and elsewhere in the CIS and Eastern Europe in order to give minority groups a place to take their grievances. We must do whatever we can to stop the killing in Karabagh.
