I approached them with some .trepidation. but 2 years ago I went to the groups that are most vitally affected by this policy and asked them if it was not time to step back from that. And I think I got a consensus. not from everyone. but. "Yes. it was time to step back and reexamine it and see if it is still appropriate." I am talking about a law on our statutes known affectionately as JacksonVanik. What JacksonVanik does is it prohibits trading with any country whose stands on human rights and emigration or migration do not meet acceptable standards. It was imposed on the Soviet Union because of their absolutely deplorable record on emigration of Soviet Jewry and suppression of Soviet Jewry and the denials of Soviet Jewry. And we insisted that they pass an open emigration law. which their parliament did. Yet I noticed when the Presidents proposal came down here today. he proposes to perpetuate the system we now have which allows them to waive for 1 year the applicability of JacksonVanik. And he has done that. to be applauded. but if you are a business person in the United States and you are looking at an opportunity for an investment and you need to go there. you need to know that you are going to be able to go there on favorable term for more than a year at a time.
