Our joy at witnessing the dismantling of exit barriers. however. always remained tempered by a recognition of the tremendous challenges the State of Israel faced. As an advocate of a generous American response to refugee crises. I have found the impasse over loan guarantees particularly disheartening. The current position of the United States on loan guarantees is based on administration policy opposition to facilitating. directly or Indirectly. settlements In the occupied territories.
