Mr. Speaker. I would like to thank my colleagues. WAYNE OWENS. CHARLES SCHUMER. and JIM SAXTON. for reserving time today to address a major foreign policy issue. Last fall. Israel requested $10 billion in loan guarantees so that they could continue to build housing to resettle the thousands of Soviet refugees seeking a new life in Israel. Because of the impending peace talks. the President requested that Congress defer action on this request until after the first of the year. Congress complied. passing a shortterm continuing resolution which would run until March 31. 1992. The administration pledged to seek no additional delays after the new year.
