This is a bipartisan bill. which represents more than a year of work by international hunger experts and members of the Select Committee on Hunger. Mr. DORGAN. Mr. WiiEAT. and Mr. BEREUTER. The Horn of Africa is one of the most infamous places on earth. Its known mainly for hunger. famine. civil war and death. More than 2 million people have died in the Horn since 1985. Eight million have become refugees. This week. with the help of the legislation we are considering today. the leaders of the Horn of Africa are beginning to turn that situation around. This bill authorizes the President to provide disaster relief to meet the needs of the region.
