The United States Congress appropriates billions of dollars every year in foreign assistance to Israel. We can put enormous leverage on this tiny country. Some. like me. question the wisdom of running a foreign policy based on telling others what to do. But if the United States wants to do so. it does not lack weapons or leverage. We have all the leverage anyone could ever want. These loan guarantees are not the instrument we ought to use to put pressure on the State of Israel. Helping people emigrate from the Soviet Union fulfills American goals. American dreams. and American prayers. I Just make this observation in closing.
