Mr. President. from 1867 to 1914. 20 million immigrants came to America looking for opportunity and freedom. and they found both. Israel is trying. to do in 5 years what the United States of America. in proportional terms. took 45 years to do. It is going to be a very difficult task under the best of circumstances. It is going to be difficult to absorb roughly a projected 25percent increase in population in 5 years. Mr. President. I want to remind our colleagues here today that although there are many elements involved In the loan guarantee issue. and despite disputes having to do with the peace process and settlements. that what we are talking about here is people.
