Are we helping Israel in the long run to continue its dependence and to delay the implementation of measures which would make its economy more market oriented and attractive to private investors? In Dr. Steins testimony. he said. "If the immigrants are successfully integrated into the Israeli economy. and if reasonable prospects of peace are established in the area. Israel will be able to dispense with aid from the United States Government." Certainly an atmosphere of peace would allow the Israeli Government to reduce its defense expenditures and make for a more attractive investment environment. It seems clear. therefore. that the road to economic growth will go hand in hand with the creation of a more secure political and strategic environment in the Middle East.
