I support the Lautenberg resolution because I support the framework for providing loan guarantees to the State of Israel. What many Americans do not understand is that this is not a handout. This is not cash grant. It is not a loan. It is simply a backing for Israel to be able to go on the world market. to borrow money. to practice selfhelp. to deal with the immigration issues. dealing with the flood of immigration coming from the Soviet Union. This backing of the loan guarantees is a modest effort on our part. Israel has always paid back its loans.
