In my view. the information demonstrates that Iraqi actions against the Kurds are tantamount to an official policy of genocide. The United States has an abiding responsibility to help protect the Kurds. During the gulf war. the President urged the Iraqi people to "take matters into their own hands" and overthrow Saddam Hussein. leading directly to the Kurdish uprising last year. The international community. too. assumed responsibility when it urged the scores of thousands of Kurdish refugees to return home under the protection of allied air cover. Now that U.N. Security Council resolutions--and. evidently. the borders of the safe havenare being violated. the international community must ensure that its words are not meaningless.
