I think the administration was disingenuous in its negotiations with the Israelis and Congress on this issue. I am not convinced that the administration ever wanted to work out a compromise on loan guarantees. I am not convinced that the administration has been negotiating in good faith. And that is a tragedy for the Soviet refugees in Israel who are there because of our insistence that they be permitted to emigrate and who are currently in desperate need of our assistance. It is not a big secret that I think the administration made a terrible mistake when it linked loan guarantees to settlements. These are separate issues.
