In an increasingly competitive world marketplace. and in an era when education costs are soaring. I must say I am troubled by our Nations research universities reliance on foreign students. Nearly 60 percent of the engineering and 40 percent of the physical science graduate students in this country are foreign. More than 80 percent of these students have temporary visas. Obviously. U.S. tax dollars are being used to support many foreign graduate students who return to their native countries after graduation.
