Because our national postsecondary education system Is called on daily to help hundreds of thousands of economically disadvantaged students to become productive members of the American work force rather than recipients of welfare payments. Because thousands of older learners who may have had to drop out of high school became too busy earning a living to earn a GED. Because across this Nation. we have thousands upon thousands of refugees and immigrants who come to us deficient in English. but otherwise able to deal with collegiate coursework. Efforts will be made to eliminate financial aid for nonhigh school graduates on the grounds that these are the people who do not succeed in college and subsequently default on their student loans. I am not aware of a single study which links student loan defaults to abilitytobenefit students.
