Mr. Speaker. it now appears that the $10 billion loan guarantees to help Israel absorb the flood of RussianJewish immigrants to Israel is dead. Earlier this week. President Bush rejected a very moderate compromise. Under the proposed compromise. only $1 billion in loan guarantees would have been issued to Israel now. with the President having total discretion on the provision of the remaining $9 billion in guarantees over 5 years. Apparently. Mr. Speaker. even that was not enough for this administration. which is obsessed with tying the loan guarantees to Israels settlement policy. Such linkage is unfair and unwise. especially at a time when the Middle East peace talks are beginning to address substantive issues.
