Mr. Speaker. President Bush and Secretary Baker have turned their backs on humanitarian aid to Soviet Jewish refugees. In doing so. they have undermined a generation of American policy. This is but one manifestation of a dramatic change in U.S. administration policy in the Middle East. We learned recently that President Bush played a major role in financing Saddam Hussein. and today this administration wants to send dualuse technology to Syria and Iran. Has the gulf war not taught them anything? Mr. Speaker. President Bush and Secretary Baker appear to be determined to destroy the special relationship that exists between the United States and Israel.
