We are told that. hey. things are getting better. they are modernizing and the reason they are is because we have been holding out a carrot instead of a stick. They have mostfavorednation status. we have to move slowly. When people are being repressed and deprived of their right to exercise their conscience. their right to travel. their right to got a visa. their right to express political opinions. there is no justification for continuing blindly ahead. And that is what we have here. So many of our colleagues have stood so strong for so long on human rights as they relate to the former Soviet Union. that I do not know how they can rationalize that this is any different.
