Mr. President. I want to let Senators know where we stand on the foreign aid appropriations bill. Mr. President. Senator KASTEN. who is the distinguished ranking member on the Foreign Operations Subcommittee. and I met yesterday with President Bush to try to reach agreement on a loan guarantee program to help Israel absorb immigrants from the former Soviet Union and Ethiopia. I regret very much to have to tell the Senate that that meeting was unsuccessful. I immediately informed the distinguished majority leader. Senator MITCHELL. last night of the outcome of the White House meeting. I am going to be having further discussions with Senator MCilELL. and with numerous other Senators from both parties today about what our next steps might be.
