President. as we have passed February 26. the first anniversary of the Al Sabah familys return to rule in Kuwait. the Senate should pause and reflect on these words from Middle East Watchs report on the Kuwaiti record of human rights. Far from recognizing the importance of upholding human rights standards after witnessing the atrocities committed by Iraqi occupying forces. the reinstated Kuwaiti Government disregarded those standards as soon as it returned from exile on February 26. While we have witnessed a decline in the most serious of the atrocities. such as killings. torture. arbitrary arrests. and deportations as a result of International pressure. Kuwait still suffers from serious civil and human rights abuses. Todays concerns about human rights in Kuwait stem from the treatment the stateless Palestinians.
