NagornoKarabaghs capital. with GRAD missiles. forcing much of the population to live underground. In January. I visited Armenia. and I was deeply moved by the accounts that I heard about the situation in NagornoKarabagh. I met with victims of the conflict with AzerbaijanArmenian refugees from Bakuwho had been forcibly removed from their homes in Azerbaijan. I experienced firsthand some of the effects of Azerbaijans blockade against Armenia. which has cut off food and fuel supplies. forcing blackouts and heat outages in Yerevan. I returned to Washington convinced that something more must be done to bring about a resolution to the conflict.
