Mr. Speaker. the Haitian Refugee Protection Act of 1992. which was passed by the House last week. contained an amendment. offered by our colleague. Mr. SMITH of Florida. which calls on the President to urge the United Nations or the Organization of American States [OAS] to organize a peacekeeping force to be sent to Haiti. I strongly supported this amendment because I believe the solutions to the crisis facing Haiti and the plight of thousands on Haitians seeking to flee their beleaguered country lie In Haiti Itself. not In the United States. Within 48 hours of the tragic coup which deprived Haiti of the fruits of its firstever democratically elected government.
