H.R. 3844 has serious drawbacks. However. I believe all Members can find common ground around the proposition that the burden of caring for refugees and displaced persons who enter the United States should be equitably shared. The amendment I have offered acknowledges the disproportionate burden which Florida and some other States have borne over the last decade in looking after many thousands of persons fleeing the turmoil of Central America and the Caribbean. The arrival in the United States of these desperate people with little more than their hopes and their needs has brought our foreign relations home in a very personaland costly way.
